A proposal to build two new residential towers near the future Kichi Zibi LRT station in Westboro is under consideration for approval by the city.
The application, submitted by Fotenn Planning and Design, calls for two towers of 14 and 13 storeys each on a site at the northern end of Winston Avenue. The irregularly shaped, 77,000-square-metre site combines five existing properties: 335 and 339 Roosevelt Ave., 344 Winston Ave., and 379 and 389 Wilmont Ave.
The towers would create a total of 312 new residential units, from bachelors to three-bedrooms, one-third of which will be large enough to be "desirable family-oriented units,” Fotenn said in the application.
The site plan, which was created by Fotenn, Ottawa architecture firm Hobin Architecture and local homebuilder Uniform Urban Developments, says that the development “represents a significant opportunity to provide density adjacent to the new LRT station,” referencing the LRT West Confederation line’s Kichi Zibi station, which is located 200 metres west of the site.
“The design maintains alignment with the approved zoning while delivering high-quality residential units in close proximity to rapid transit, all within a site envisioned to enhance the streetscape and promote active transportation connectivity through the neighbourhood,” the plan said.
In addition to the transitway, the site neighbours residential streets with existing low- and mid-rise buildings, the Kichi Zībī Mīkan parkway, and commercial properties. Westboro Beach is a short walk away.
“The proposed development is thoughtfully designed to transition into the surrounding neighbourhood context through an articulated, stepped building profile,” according to the site plan. “This approach utilizes contrasting tones and varied textures to visually break down the building’s mass as it gradually steps down, ultimately framing the new public park along Winston and Wilmont. This design not only softens the scale of the architecture but also creates a welcoming edge for the community.”
The proposal calls for an underground parking garage with 250 resident spaces and 29 visitor spots. There will also be 447 bicycle parking spaces on site.
Both interior and exterior amenity spaces are proposed, including ground-floor rooms with adjacent outdoor patio space, top-floor amenity spaces and rooftop terraces. Communal amenity space, which will be open to residents of both buildings, would total 4,174 square metres, the proposal said.
Outside, 10 per cent of the site, about 711 square metres, will be public parkland, which the site plan said will be “dedicated to serving both future residents and the existing community as well as a central drop off and pedestrian connection between the two buildings in the form of a woonerf.”
