A Montreal-based developer is proposing to build a 31-storey apartment building at 400 Stewart St. in Sandy Hill.
Rio Vista Apartments Ltd. has submitted planning documents to the city asking for permission to construct the building, which would sit next to the Rideau River and front onto the south side of Daly Avenue.
The tower would be constructed on top of a three-storey podium that would consist of five townhouses, according to documents the city has sent out to residents regarding the proposal.

The rest of the building would include around 226 units – some of which the city documents describe as “live/work” units – to go along with a six-level underground parking garage.
The site as it stands now is largely vacant, the documents said. Its mostly used for surface and underground parking to service the residential apartment building at the site.
The developer has asked the city to change the zoning at the site to make way for the proposal.
