City of Ottawa lays off 177 employees

The city has laid off 75 managers and 102 unionized administrative employees as part of an “organizational realignment” that started this summer.

City manager Steve Kanellakos outlined the changes in a memo to staff Wednesday.

“This was a complex process and we, as a senior leadership team, had to make some very difficult decisions,” wrote Kanellakos.

“Overall this new model will impact approximately 1,400 employees – some who will have new roles, some will have changes to their role and some will have new reporting relationships.”

The staffing shake-up began in July when Kanellakos – who took over as city manager in May – reduced the city’s senior leaders’ team from 21 staff to nine.

He promised at the time that an organization-wide review was coming to make the city more efficient in the face of stubborn deficits and financial strain.

“Change was required to create a sustainable organization that works within our financial means,” Kanellakos said.
