An Ottawa developer is proposing a seven-storey mixed-use project in Westboro that would include more than 40 rental apartments and ground-floor retail space.
Konson Homes has filed a planning application with the city for the building at 397 and 399 Winston Ave., on the northeast corner of Richmond Road. The site is currently occupied by two single-detached homes and is zoned for traditional mainstreet uses, including residential and commercial.
The development application says the project, designed by GRC Architects, would feature a total of 42 apartment units as well as two commercial spaces on the ground floor. The plan also calls for a two-level underground parking lot with 18 spaces.

According to planning documents, the proposal “promotes the concept of ‘15-minute neighbourhoods’ in this area” that are within walking distance of amenities such as grocery stores, retail shops and restaurants. The developer wants to connect the building to Winston Square, an outdoor community area next to the nearby branch of the Royal Canadian Legion, “to enhance and expand this unique public space.”
The application notes that the site is within 400 metres of the Dominion transit station that is being converted to a light-rail station as part of phase two of the Confederation Line.
The project’s height falls within current zoning limits. The developer is asking for a minor amendment to permit a reduced requirement for transparent windows and entrances on the ground floor.
The proposed development isn’t the only plan to build more residential and retail space near the heart of Westboro commercial district. A block farther east, another builder wants to construct a nine-storey mixed-use project at the corner of Richmond Road and Churchill Avenue that calls for more than 180 residential units.
