Rideau Transit Group has not achieved substantial completion on Ottawa’s light rail transit line, according to an independent certifier, but the city still expects to have the keys to the system by the end of June.
A memo sent to council on Wednesday said that the city agreed with an assessment from an independent certifier that RTG, the consortium constructing the first phase of Ottawa’s LRT system, still has work left to do before the Confederation Line is deemed complete and ready for final testing. The memo, signed by Ottawa’s rail construction director Michael Morgan, did not provide details about which aspects of the project remain outstanding.
Morgan clarified in his memo, however, that the timelines given to councillors at the finance and economic development committee last week still stand. City transit boss John Manconi said then that the city expects RTG to meet its end-of-June handover deadline, and that following the city’s owning testing and preparation, Ottawa residents could expect to ride the trains before the end of July.

RTG now has five days to issue a plan to fix any remaining issues.
The independent certifier recommended a joint meeting with the city and RTG to address the work that still needs to be done before the final testing period, which requires 12 consecutive days of near-perfect operation. RTG can only hand over the completed LRT system after finishing this testing.
