As the National Capital Commission works toward finalizing a deal with the Ottawa Senators for the purchase of land at LeBreton Flats, paving the way for a new arena, the organization’s CEO said he’ll be keeping the details close to the vest.
Tobi Nussbaum spoke with reporters about the ongoing talks following the public meeting of the NCC board of directors Thursday. Updates about the negotiations with the Senators were provided to board members in an in-camera session later Thursday afternoon.
“Conversations between the two parties are continuing,” Nussbaum said during his media availability. “There were meetings the day before yesterday (Tuesday). The two teams meet regularly. Both are engaged and both are keen on continuing the work.”

In September, it was announced that Capital Sports Development Inc. (CSDI) had reached an agreement in principle with the NCC, the Crown corporation that owns the site just west of downtown, to purchase 10 acres of land at “fair market value.”
At the time, both sides stressed that there was still work to be done to finalize the details of the deal before the sale goes through.
Nussbaum said Thursday it could be several months before those details are confirmed.
“When we announced our memorandum of understanding in the fall, I think in answer to a question that was posed, we identified before the end of 2025 as the time by which we want to have all our I’s dotted and our T’s crossed in agreement and the purchase and sale finalized,” he said.
He did not disclose further information about the talks.
“I’m not going to get into the details,” he said. “I don’t think it’s useful or helpful to discuss the negotiation in front of the media, because there are obviously important details that need to be worked out between the two sides. But I can say that meetings are taking place regularly and I think there is engagement and interest on both sides for continuing the work and reaching a solution.”
