An Ottawa builder is proposing a 56-unit condo project for a rapidly developing stretch of Scott Street in Westboro.
Surface Developments, which has built several condos in the National Capital Region, has filed a site plan application for a 12-storey building at 1946 Scott St. The site is 300 metres from the Westboro Transitway station and next door to Colonnade Bridgeport’s planned 24-storey mixed-use highrise at the former location of the Trailhead Paddle Shack.
Current zoning bylaws cap building heights at 18 metres, while Surface’s proposed condo would be nearly 40 metres tall. The building would include a 122-square-metre rooftop lounge with a deck and barbecue enclosure.

The developer says its plan is “sensitively designed” to fit the character of the neighbourhood while increasing density near the Westboro rapid transit station.
“The articulated architecture of the building is intended to create a unique presence on the streetscape, differentiating this segment of Scott Street from the lack of development to the east,” the company says.
While current zoning also requires 22 parking spaces for residents and four spots for visitors, Surface’s proposal includes a total of just 13 spaces. The company argues that number is “appropriate for the context” of the building due to its close proximity to public transit.
“The reduced parking facilities will encourage alternative forms of transportation, which may also encourage residents to patronize Richmond Road businesses and other area shops and services to meet daily needs,” the site plan application says.
The neighbourhood is also home to Colonnade Bridgeport’s Westboro Connection mixed-used office and residential property on McRae Avenue. Tenants of that property include Alterna Savings, IT consultant Pythian and Farm Boy.
Completed in 2015, Westboro Connection was billed as “the first phase of a major transformation along McRae Avenue” by Colonnade Bridgeport, which called the property “one of the largest underdeveloped sites in Westboro.”
