A Toronto-based developer is proposing to build a nine-storey apartment building at the corner of Besserer Street and King Edward Avenue in Sandy Hill.
According to a site plan application filed with the city, the builder is 250 Besserer Limited Partnership, a group based in downtown Toronto. A low-rise office building, parking lot and a small garage currently occupy the property at 250 Besserer St. The office building and garage would be demolished to make way for the new project.
The proposed building would include a mix of bachelor, one-bedroom and two-bedroom apartments for a total of 99 residential units. A lounge and fitness area are proposed for the ground floor, and the application also calls for a rooftop amenity area.

Instead, the developers say they will “encourage alternative modes of transportation” by providing 99 bicycle parking spaces on site as well as 12 more just off the property.
Noting the site is 300 metres from the University of Ottawa campus and less than 600 metres from the new Rideau LRT station, the builders say they’ll be targeting tenants who don’t own cars. They also said the property is located near a parking garage and spaces are also available on nearby streets.
“The units will not be marketed as having available parking, thereby helping to eliminate potential tenants with vehicles,” the application says.
The building’s proposed height of nearly 29 metres exceeds the 19-metre limit allowed under current zoning. But the developers say several other nearby buildings on Besserer Street are already taller than 19 metres, adding that the proposal for nine storeys is “consistent with what the Sandy Hill Secondary Plan envisions for the subject property.”
The documents did not give a timeline for the project, which must be approved by city council.
