Leading by Example: Ottawa Community Housing’s Decarbonization Roadmap for Existing Buildings

Ottawa has long been a hub of innovation, and now that spirit is focused on retrofitting buildings for a greener future. Imagine comfortable homes that are both affordable and kind to the planet.

That’s the vision Ottawa Community Housing (OCH) is bringing to life with the support of Hydro Ottawa through the utility’s Ottawa Retrofit Accelerator (ORA) program. OCH is leading an ambitious initiative to decarbonize existing buildings and pioneering a new path for environmentally responsible affordable housing, right here in our city

A sustainable foundation

OCH has been laying the groundwork for sustainability for years, and this evolving collaboration with Hydro Ottawa is the next logical step. In July 2024, they expanded their collaboration with the utility, focusing on innovative projects to further reduce their carbon footprint.
This includes electric vehicle charging stations, high-efficiency heat pumps, and rooftop solar panels. These upgrades not only benefit the environment but also create healthier, more comfortable living spaces for residents.

A roadmap to net zero

Guided by its long-term vision, OCH is working with an ORA approved carbon pathway study delivery consultant and Hydro Ottawa Holding Inc. subsidiary, Envari Energy Solutions, to develop detailed carbon pathway studies for 38 of its high-rise buildings. These studies serve as tailored roadmaps, outlining actionable steps each property can take to reduce greenhouse gas emissions. By analyzing energy use, identifying improvement opportunities, and recommending customized solutions, this initiative provides OCH with the insights needed to consider greenhouse gas reductions in capital planning. This helps OCH make strategic upgrades and balance sustainability goals with affordability. It also aligns with the City of Ottawa’s Climate Change Master Plan, which aims to slash carbon emissions by 96 per cent by 2040.

OCH isn’t just Ottawa’s largest social and affordable housing provider; it’s also a leader in sustainability. “Reviewing our eco-performance is crucial for integrating our climate goals into our long-term capital planning,” says Stéphane Giguère, CEO of Ottawa Community Housing. “By understanding the decarbonization pathways for each of our buildings, we can make informed decisions on infrastructure upgrades, ensuring both sustainability and affordability for our residents.”

A multi-faceted approach

OCH will not be relying on one single solution; they will be embracing a diverse range of strategies to achieve their ambitious goals. This includes a major shift away from fossil fuels, transitioning from gas-fired heating systems to electric boilers and heat pumps. They are even exploring the potential of geothermal energy, tapping into the earth’s natural heat to create a truly sustainable energy source.

Hydro Ottawa’s ORA program, funded in part by Natural Resources Canada, will be instrumental to OCH’s success. It provides not only detailed recommendations for upgrades but also crucial financial support and expert guidance to streamline the process. This collaboration is a shining example of how partnerships can drive meaningful change and accelerate progress towards a more sustainable future.
