Developer looks to add more retail space in Kanata West project

A developer that previously planned to construct a “prestige” business park close to the Tanger Outlets in Kanata will be going before a city committee next week looking for permission to construct more retail on its Palladium Road property.

West Ottawa Land Holdings, which is affiliated with Taggart Realty, wants the city to rezone approximately 34.8 acres of land at the southwest corner of Palladium and Campeau drives, around Cabela’s hunting and fishing store.

The land is currently zoned for office and low-impact industrial uses in a business park, with a limited amount of retail. On March 27, the city’s planning committee will consider a request by the developer to remove all restrictions on the proportion of retail space that it can build on the site.

While city staff say a rezoning to allow retail “is compatible and complementary to surrounding land uses” and “conveniently located with respect to concentrations of residential development” in the area, the councillor for the ward expressed concerns about the loss of land set aside for employment purposes.

“I am not happy about opening this area up to any type and size of retail space as there is a lot in the area already,” Kanata North Coun. Marianne Wilkinson said in written comments included in a staff report. “However, I understand the difficulty in getting the level of employment originally envisaged for this site and the need for the owner to complete a development that is only partially finished at this time.”

West Ottawa Land Holdings has already sold off at least two land parcels in the vicinity, including about seven acres sold to Cabela’s for $5.92 million in September 2015, according to real estate advisory and appraisal firm Juteau Johnson Comba.

The company also reported that West Ottawa Land Holdings sold a nearby 10.3-acre land parcel at 3001 Campeau Dr. to UPS – which plans to construct a truck transfer terminal – for $2.39 million in November 2016.
